Before Choosing a Plan — There’s a Decision That Comes First
There are two completely different ways to receive Medicare: Original Medicare with a Medicare Supplement, or Medicare Advantage. These are not just different plans — they are different systems with different doctors, different costs, and different levels of flexibility.
Before choosing a specific plan, it’s important to understand which type of Medicare coverage best fits your needs. Comparing Plan G vs. Plan N or one Advantage plan vs. another without making this choice first is like comparing hotel rooms before deciding whether to fly or drive.
Cindy walks every client through this foundational decision first — before showing a single plan. If an advisor skips straight to plan comparisons, ask them why.
Hi, I’m Cindy Kowalski
I’m a licensed, independent Medicare advisor based in Highland, Indiana. I got into this work because I almost made the wrong Medicare decision myself when I turned 65. I spent over a year studying every detail before getting licensed — because I wanted to give people the honest guidance I wished I’d had.
I’m not tied to any carrier. I compare every option available in your Indiana county and tell you exactly what each one means for your doctors, your medications, and your budget. And if you split time between Indiana and Florida, I’m licensed in both states — I specialize in that transition.
Indiana’s Birthday Rule — Effective 2026
Effective January 1, 2026, Indiana gives Medigap policyholders an annual window to switch to a different Medicare Supplement carrier at the same plan letter without medical underwriting. As of March 15, 2026, that window is 63 days — beginning 31 days before your birthday and ending 31 days after. Applies only to policyholders age 65 or older who are already enrolled in a Medigap plan.
Most Hoosiers turning 65 haven’t heard about this yet. It is one of the strongest Medigap consumer protections in the Midwest — and it changes the calculus for people deciding between Original Medicare + Supplement and Medicare Advantage.
🎂 Indiana’s Birthday Rule (2026)
Every year, during the 63-day window centered on your birthday (31 days before through 31 days after), you have the right to switch from one Medicare Supplement carrier to another at the same plan letter — without medical underwriting.
This means if you lock in a Plan G with one carrier at 65, you can shop for a better rate on Plan G every year during your birthday window — even if your health has changed.
This applies to Supplement-to-Supplement switches only — not from Medicare Advantage to a Supplement. You must already be enrolled in a qualifying Medigap policy to use this right.
This makes Indiana a stronger environment for Medigap than it was before 2026. If you start with a Supplement plan at 65, you’re not permanently locked into that carrier’s rate — you have an annual opportunity to find a better price on identical coverage.
What This Means for Your First Enrollment Decision
For most people, your Medigap Open Enrollment Period begins when you’re both age 65 or older and enrolled in Medicare Part B. During that time, you generally cannot be denied coverage because of your health. After that initial window closes, Indiana’s Birthday Rule gives you a 63-day annual window to switch carriers at the same plan level. Understanding both is essential before you make your first Medicare decision. Cindy will walk you through exactly how this affects your options.
What Makes Medicare in Indiana Different
Indiana is a Supplement-friendly state with competitive Medigap markets in most counties. The Birthday Rule makes it even more attractive for people who want the predictability and doctor freedom that comes with Original Medicare plus a Supplement.
At the same time, Medicare Advantage has grown significantly in Indiana — especially in metro areas. The aggressive marketing that floods mailboxes every fall often leads people to choose Advantage plans without ever having the foundational conversation about which type of Medicare fits their situation.
Indiana also has a significant population of snowbirds who split time between Indiana and Florida. For that group, plan choice is especially important — an HMO tied to an Indiana network won’t cover you for routine care in Florida.
🌴 Indiana → Florida Snowbird?
Cindy is based in Highland, Indiana and also serves Sarasota, Florida — and is licensed in both states. If you split your time between Indiana and Southwest Florida, she specializes in exactly your situation. One advisor, both states, no coverage gaps.
Medicare in Indiana Varies by Where You Live
Plan availability in Lake County is different from what’s available in Marion County. Here’s what makes each Indiana region different.
🏠 Northwest Indiana
Lake, Porter, and LaPorte counties sit on the Illinois border and have access to a broader range of plans than most Indiana counties — including some carriers that serve both the Chicago and Indiana markets. This is Cindy’s home territory. She knows the local carriers, the hospital networks (Franciscan, Community Healthcare, Methodist), and what actually works for NW Indiana residents.
🏠 Indianapolis Metro
Marion County and surrounding counties have strong plan competition with multiple major carriers. IU Health, Ascension St. Vincent, and Community Health Network are the dominant systems. Network verification is important here — not every plan covers every system. Indianapolis also has a large professional workforce that often works past 65, making employer-coverage coordination important.
🏠 Fort Wayne & Northeast Indiana
Allen County has solid plan options with strong Supplement competition. Parkview Health is the dominant system. Northeast Indiana residents who work in Ohio should also note that some Ohio-based carriers may have Indiana network options worth exploring.
🏠 Southern & Rural Indiana
Plan availability thins out in rural southern Indiana counties. In some counties, Medicare Advantage options may be limited or have narrower networks than metro areas. This is exactly where an independent advisor adds the most value — knowing which carriers actually have strong local networks vs. which ones just list providers that aren’t accepting new patients.
Your Indiana Medicare Enrollment Timeline
You have a 7-month window around your 65th birthday. Miss it and you face permanent Part B penalties — added to your premium every month for the rest of your life.
Your Window Opens
The ideal time to start comparing plans. Cindy can pull every plan available in your Indiana county and walk you through what each one means.
You’re Eligible
Parts A and B activate. If you haven’t enrolled yet, you’re still in the window — but don’t wait. Coverage gaps create billing complications.
⚠ Window Closes
Miss this and you face a 10% Part B penalty permanently added for every 12-month period you were eligible but didn’t enroll.
For most people, your Medigap Open Enrollment Period begins when you’re both age 65 or older and enrolled in Medicare Part B. During that time, you generally cannot be denied coverage because of your health. After this window closes, future Supplement applications may be subject to medical underwriting unless you qualify for a guaranteed issue right.
📅 Still Working Past 65 in Indiana?
If you have creditable employer coverage through an employer with 20 or more employees, you may delay Part B without penalties. If your employer has fewer than 20 employees, Medicare becomes primary at 65 — and delaying enrollment can result in permanent late penalties. Cindy will tell you exactly which situation applies to you.

The Most Common Medicare Mistakes Hoosiers Make at 65
Choosing Plans Before Choosing Which Type of Medicare
Comparing specific plans before deciding between Original Medicare + Supplement vs. Medicare Advantage skips the most important decision. The system you choose shapes everything else — your doctors, your costs, your flexibility.
Missing the Part B Enrollment Deadline
A 10% penalty permanently added for every 12-month period you were eligible but didn’t enroll. This follows you for life regardless of which plan you eventually choose.
Snowbirds Picking an Indiana HMO
If you split time between Indiana and Florida, an HMO plan covers you for emergencies only outside the service area. Your Florida doctors won’t be covered for routine care. You likely need a PPO or a Supplement.
Not Knowing About Indiana’s Birthday Rule
Since 2026, Indiana Medigap enrollees can switch Supplement carriers annually during a 63-day birthday window without underwriting. Most agents don’t mention this because it means you’re not locked in with them permanently.
Ignoring the Underwriting Trap
Choose Advantage now, develop health issues later, and switching to a Supplement may require medical underwriting — unless you qualify for a guaranteed issue right. Indiana’s Birthday Rule helps with carrier switches but not with switching from Advantage to Supplement.
Not Checking Doctor Networks
Franciscan, Community Healthcare, IU Health, and Parkview are not all in-network for every plan. Your primary care doctor or specialist may not be covered — and your plan won’t alert you when networks change.
These mistakes can follow you for decades. Let’s make sure you avoid them.
